CDBG Housing Rehabilitation Program
A large and important CDBG project is housing rehabilitation. The program is designed to help those of
low/moderate income make their homes safe, warm and dry. There are several important things to know about
the program:
It is confidential - we do not announce who has applied, and we do not share information about
qualifying income with anyone. From time to time we may show completed projects to others, but only if the
property owner is agreeable to it.
Applicants must have owned their homes for at least a year and have some equity in the home. They
must also have a good record of paying their property taxes and water and sewer bills.
Applicants receive assistance in the form of a deferred payment fifteen-year mortgage. There are no
grants, but if ownership and residency are maintained throughout the fifteen-year period, the loan is forgiven.
No payments are due unless the recipient moves out and rents the property to someone else.
The Town must document applicants’ income. The income thresholds are provided by HUD and cannot be
circumvented in any way.

If an absentee landlord owns the property and the tenants are low/moderate income, we can provide a 3% loan
to the property owner. If the property has two or more units and the owner/occupant is not of low/moderate
income but the tenants are, we can also provide a 3% loan to the property owner.
We have assisted many of the elderly property owners. Some senior citizens have found that the most
economical place to live is their own home. If they qualify and we are able to make their homes safer, warmer
and drier, we can make a big difference in their lives. We have provided furnaces, roofs, new windows and
other cost-saving and important improvements.
Lead-based paint and asbestos abatement are qualified improvements.
